At a state-of-the-art 430,000-square-foot hangar in Waco, Texas, the U.S. government is converting the ultra-luxurious $400 million Boeing 747 jet gifted by the big-hearted Qatari royal family into a flying fortress for America’s leader

Deep within the Texas heartland, at the sprawling L3Harris Aerospace facility in Waco, a former Qatari Boeing 747-8 is undergoing one of the most secretive aircraft transformations in recent US Air Force history. The jet was gifted by Qatar and officially handed over to the US earlier this year. According to the Wall Street Journal, it has now spent two months inside one of America’s most capable modernization centers, where it is being converted into a fully missionized head-of-state aircraft.


The L3Harris M3 (Modernization, Missionization, MRO) complex in Waco, Texas provides the kind of scale and capability such a project demands. Spanning over 430,000 square feet of hangar space, the facility can accommodate everything from rotorcraft to the largest wide-body jets.


Its infrastructure includes a dedicated strip-and-paint complex sized specifically for wide-body aircraft, with a 73,000-square-foot climate-controlled paint hangar large enough to house a 747-8 or even a C-5 Galaxy. In 2022, the company received permits for a major $40 million expansion, adding over 232,000 square feet of new space and eight hangars. This expansion reinforced L3Harris’s position as one of the nation’s most advanced modification and missionization hubs.


The Waco site functions as a one-stop shop for conversions, intelligence-surveillance-reconnaissance (ISR) installations, and full aircraft interior and exterior work. It holds FAA Organizational Designation Authorization (ODA) and Class 4 Unlimited Repair Station certification, allowing it to design, integrate, and certify complex structural and avionics modifications entirely in-house. More than 72,000 square feet of secure facilities provide the necessary environment for handling classified projects. Its backshops are extensive, covering sheet metal fabrication, machining, wiring, composites, interiors, and rapid prototyping. These are capabilities that make the site uniquely suited for a presidential-level aircraft conversion.

L3Harris’s Waco operation also carries a proven track record with high-value wide-body jets. Before its merger, L-3 Communications became the first completion center in the world to simultaneously handle two Boeing Business Jet 747-8 projects. The company’s experience with head-of-state aircraft makes it one of the few facilities capable of transforming a luxury VIP jet into a hardened national command platform.


The airfield infrastructure surrounding the complex is equally vital. The site is served by an 8,600-foot primary runway rated to handle 450,000-pound aircraft, as well as a secondary 6,291-foot runway. With roughly 3 million square feet of ramp space, on-site Index E firefighting capability, and a 50,000-gallon fuel farm, it supports the largest jets with ease. A towered field with both ILS and GPS approaches allows frequent test, ferry, and acceptance flights without the congestion typical of major airports.

The Boeing 747-8 gifted by Qatar is now inside those hangars is expected to undergo extensive transformation. The conversion process has already begun. Its previous VIP interior will be stripped out and replaced with a secure presidential suite, conference room, medical facility, staff workspaces, and an expanded galley. Beneath the cabin, engineers are installing hardened wiring, new cable runs, and structural reinforcements to accommodate mission electronics and airstairs.

Electrical systems will see a complete overhaul. The aircraft will receive uprated power distribution and dual auxiliary power units, allowing full ground and airborne independence. Integral forward and aft airstairs, along with internal baggage systems, will ensure that the aircraft can operate without relying on foreign airport infrastructure.

The onboard lounge

The communications suite will become the heart of the aircraft’s mission capability. A full Mission Communications System will allow secure and unclassified voice and data links, as well as protected SATCOM channels for command-and-control operations anywhere in the world. Tactical datalinks and military avionics, including Mode 5 IFF and military GPS, will integrate with the Air Force’s wider communication networks.

The onboard luxuries will have to be stripped out.

For survivability, the aircraft will gain missile warning sensors, infrared countermeasures, and electromagnetic pulse (EMP) protection across key systems. These upgrades mirror the hardening features applied to the VC-25B program, ensuring the new aircraft remains functional during extreme scenarios.

The current 747 has five lounges.

Certification and cybersecurity are also part of the work scope. The project follows a combined FAA and Department of Defense certification pathway, addressing electromagnetic security, emissions control, and cyber protection for its onboard networks.


In effect, the Waco facility is turning a former VIP airliner into a command center capable of global deployment and wartime operation. Once the transformation is complete, the aircraft will be re-designated with a new military code, reflecting its transition from civilian registry to a US Air Force executive transport platform.


The Waco site’s combination of technical capacity, security infrastructure, and operational flexibility makes it one of the few places in the world capable of such a conversion. As work continues behind closed doors, the Qatar 747-8 stands at the intersection of diplomacy and aerospace engineering, symbolizing how a foreign gift can evolve into one of America’s most advanced airborne assets.
